  • Slack anti-tobacco drive leads to spike in cancer cases

  • Bihar’s tobacco control initiative has lost steam, with 23 of 38 districts not undertaking enforcement drives in the last three years, leading to an increase in the number of young cancer patients.
  • The number of laggard districts, not issuing challans for violation of tobacco control laws under the cigarettes and other tobacco products act (COTPA), 2003, has gone up from 22 in 2015-16 to 23 in 2018-19.

  • Bihar has also not been able to utilise its share of expenditure under tobacco control programme. Against Rs 390.20 lakh allotted in 2018-19, the state was able to utilise a maximum of only14.73% funds (Rs 57.51 lakh) in 2018-19

  • Bihar was the third state after Madhya Pradesh and Kerala to ban gutkha in 2012 before it went for total prohibition in April 2016. It has, however, not taken the desired initiative to clamp a total ban on tobacco, including pan masala, which is far more dangerous given the increasing number of young cancer patients being reported in Bihar.
