·         Bihar tops states on fiscal discipline: Sushil Kumar Modi

ð  Modi said Bihar has topped the list with 66.5% points on a scale of 100 while West Bengal was the lowest at 23.3%. Punjab and Kerala, too, figured at the bottom.

ð  The assessment of fiscal discipline has been made on the basis of four parameters – revenue and capital expenditure index, own tax receipts index, deficit prudence index, and debt management index.

ð  An interesting aspect of the survey, he said, is that states with less income have done better than the high-spending states in maintaining fiscal discipline. Accordingly, Bihar ranked high with other low income states such as Odisha and Chhattisgarh.

ð  Bihar’s budget in 2005-06 was merely Rs 26,328 crore, which was increased to Rs 1.44 crore during 2016-17 and it went up further to Rs 1.76 lakh crore in 2018-19. The budget tabled for the current fiscal in the state assembly was Rs 2 lakh crore. The borrowings it made complied with the Fiscal Responsibility and Budget Management Act.

ð  The state’s tax revenue increased from Rs 4,038 crore in 2005-06 to Rs 35,447 crore in 2018-19. Interestingly, Bihar’s average growth rate has been 10% since 2005-06, but it was among fastest growing states at 11.03% growth rate in January 2010, being second only to Gujarat that had recorded a growth rate of 11.05%.
