  • Treasuries to put in place ‘first in first out’ rule for clearing bills

  • The finance department is all set to launch a ‘first in first out’ rule for bill clearances by all treasuries to achieve more fiscal transparency and also to reduce the pendency of bills pertaining to expenditure or withdrawal by various departments.

  • The new system, to be launched next month, is part of the finance department’s newly implemented comprehensive financial management system (CFMS), aimed at making all financial transactions of the government fully automated. This will also weed out manual points of contact in financial transactions related to development, establishment, and pension payments. Most of the states across India have adopted a similar process in the past few years.

  • The CFMS, effective from April 1, has already detected loopholes in the disbursement of salaries, although many of the departments, including education, have not made the transition to the new system fully.

  • The ‘first in first out’ rule would also help in curbing financial discrepancy, as there would be minimal human interface in disposal of bills related to the expenditure of public funds, as the whole thing would be system-driven.
